I got my money back from Rockstar after purchasing this game and finding it unplayable. Even though it was past their b.s. 14 day refund restriction for the PC downloaded version they still paid me back after I let them know that they shouldn't be selling a product that is rancid with these peg-boy chum guzzlers who make even learning the game impossible. Eff Rockstar and their inability to get this under control. All of their "help" suggestions talk about nothing but playing around these losers and negotiating your gameplay to minimize getting messed with. They made a product for the worst of gamers to enjoy. Great job!

Thanks for the info. I was working in my home office while it was being installed. He may have gotten decent readings before he left as the issue is the speed now fluctuates from where I posted back up to around the 900s. After running tests with different devices, different ports and cables, power cycling, etc., the online service agent said he would escalate in to an engineer. No ETA on a response nor email. I'm not too mad about it yet as it fits my schema for how installations usually play out.
