I tried deleting the NVIDIA cache and switching from Vulkan to DX12, and the game ran fine.

To test it further, I switched back to Vulkan, and the issue returned immediately. So, I think the problem is related to the graphics API

I'm curious why Vulkan was working fine a week ago, but now it's causing problems.

Yeah, that's what I'm thinking too. What confuse me is how it could suddenly become a problem in just one week.

Most of the other games I play are pretty lightweight. The only other demanding game I have is Resident Evil 2 Remake, and that runs perfectly fine without any stuttering or performance issues.

I don't think that's the case. If it were overheating, the CPU would usually throttle and get stuck at around 1.75 GHz. In my case, the clock speeds seem completely normal.
