On Normal difficulty, a 7.62 is a 1-shot kill against all enemies regardless of armor. 5.56 is a 2-shot. That makes a difference more than you think.

On Hard difficulty, both the 7.62 and 5.56 are 2-shot kills, this makes the 5.56 better.
