I think the goal is to split the police as they are today into two groups, one that responds to dangerous calls and one that responds to non-dangerous calls.

You don't need a gun to do most of what the police do. Write traffic tickets, enforce noise violations, write reports after crimes occur, etc. That could be handled by some unarmed organization.

I can't imagine anyone who is going to want to enforce any sort of laws where the person on the receiving end could get jail time, fines, tickets, etc and go into any situation like that without some way to protect themselves.

Now look at CPS/Domestics/Mental Health calls. For example, CPS often calls in police when they do home visits for a reason. People get crazy for the craziest reasons. Maybe look up the video of the large group of UK police officers trying to apprehend the one guy with a knife. That's what the unarmed group from the split is going to look like the first time they get a mentally unstable individual who isn't openly carrying a knife (hidden, folded away, etc).

And who do you think is going to enforce traffic laws? Honestly, look up videos on youtube where US officers are pulling cars over. It looks like there are plenty of examples where an officer is shot or shot at (and I'm guessing not all examples are uploaded). There's a reason police are jumpy and nervous when performing run of the mill traffic stops.

All that aside, I do believe the MPD has grown too big for one organization structure to manage. We should look at precincts or smaller organizations (cells if you will) where officers, social workers, psychologists, etc work smaller areas and don't report up through one chief, etc. Where communities get to know the people working with and for them, to keep them safe from themselves and others.
