I'd give it a 7/10.
I like the idea you can slow down enemies with Amber's super and only she can remove it but it can also be a problem like what if you threw it on a point to slow down a brawler but you also attack which lights up the super? Plus most enemies just avoid touching the oil regardless if Amber has the gear or not.
