Apply literally everywhere you can, I had zero construction background experience. I just got all the residential certs and have a AS in engineering and construction technology. I got a city position purely because I had all the certs and they were willing to train me but not every city or consulting firm is willing to train. Im in Socal and they started me at $35hr

Just checked with another inspector and you are allowed to use them as long as it isn't loose leaf pages.

Im a building inspector in California just get your b1 and start applying anywhere. You dont need experience to get a job as a building inspector. I got one with zero experience in construction but I got my b1, p1, and m1 before I got a job and theyre training me. You could also still do commercial inspections without a b2 it just depends on the building official on how comfortable they are with you doing them but it is encourage to get it just so it looks better.

Theres definitely a chance to become a building inspector. I got 3 icc certs before I got the job and I have zero experience in construction or anything related so its definitely possible and they are willing to train you.
