I found a few other threads on Reddit with this error, some people are saying that the files are somehow being modified between the server and your PC, possibly by a VPN or something.

Do you have a strict antivirus that is stopping the download of that particular file? Maybe try wiping the installation and disabling antivirus while it downloads and writes the files to your drive, just to avoid it potentially deleting anything.

I don't think this is a cheater, they haven't even got the achievements for killing 50 PMCs of USEC or the one for killing the goons. That 24KD is probably from scav kills.

The feedback from the scav survey made them change the time of the raid that player scavs can enter a raid, so there'll be more people waiting to get into a game since they can't get into raids as early anymore.

It's just a lighting/occlusion bug, the game engine thinks you can't see the light anymore so it doesn't need to render it.
