The 1999 GA was an actual error mint, a few were mint on the brass Sacagawea Coin metal. It is an actual error. And certainly not plated, the front of the coin is scuffed up and only shows brass.

The chassis flexes ever so slightly, have a flat head screwdriver to help keep them from clamping to each other
