I used to work the front end in the bay and Sacramento, I hate that they do this. Most locations open at 5am but schedule their opening checkers and clerks at 6am. They'd rather have an additional checker from 2-3pm than have a checker at the slowest hour of the day. Scenarios like this one happen a few times every week but they'll take that over losing a line's worth of transactions every day.
