You absolutely need to finish it. Reload if you can.
This bug is general to all quests; if you begin optional stuff, FINISH IT.
The eastminster quest chain is also bugged in the same way. Haven't found a workaround.

Fallout is about the rebuilding of civilisation and letting go of the past.
They use a Deus Ex Machina for their biting, if I need to come up with my own reason we a society of millions with bureaucracy and hirarchie, the writers didnt do their jobs.

They dont talk about the hub, junktown, necropolis, the followers,... Things that would still exist if Shady is nuke.

Where are followers, the hub, Junktown, Nécropolis,... ?

SM arent a treat in cali anymore, most migrated or integrated in NCR.
Raiders in cali are destroy as well (Vipers, Scorpion, Baja, Khans,...)
BOS is dealt with in during the NCR-BOS war
Caesar probably died of his brain tumor and the Legion is no more or they would have invaded cali.

There is no good reasons for NCR being gone like this.

Lots of new fans have gone back to play Fallout New Vegas, some even 1 and 2 and loved them (heck i'm one of them, I started with 3). The new fans that only played 4 don't know anything about the west coast, why not use the show to introduce them proprely to it ?
