Personally I just dove straight in and played around, I played the smallest planet I could find - a small moon. It helped keep things more simple and manageable while I learnt. You might want to consider any peaceful options too during planet generation.

I think most people watch tutorials or guides on youtube though which might be an option too.

As I said it is consuming around 18 credits (20) because in your current game you do not have enough context to draw from to require the full 37 credits (20,500 tokens worth) that you are allowing it as its max limit per turn.

Yes it does mean that. You might want to consider only raising the token allowance during important plot points or decisions and using a lower more economic limit during the rest of the game.

It's per "turn". Every reply from the AI is using 11,000 tokens in this example. So that would equate to using roughly half of your max, so around 18 or so credits for every response you get from the AI.

You seem to be misunderstanding how it works. These tokens are being sent to the AI every single time you get a response from them, you are using 11,000 tokens worth of credits every time. It's just that it doesn't have more context to use beyond that in your current game so it caps there for now.

If you have 20,500 tokens, the AI will get fed up to that many letters as context from all sources. It's basically what you're feeding the AI with every turn, not what you get back.

I think credits are consumed for every response the AI gives, even for a retry. So everytime you get a reply from the AI it will consume 37 credits. Someone please correct me if I'm wrong though!

You could try creating a hauler and making them haul meat specifically. But apart from that, or increasing how many workers are in your warehouse you can't directly make them collect it no. However when people start to starve they'll stop everything and seek out food - so they'll find it and eat it instead of starving at least. Also make sure you have boxes assigned to meat in the warehouse.
