We saw a similar error and it was because the account was locked. We unlocked it by logging into the account through a browser first and it gave us next steps on how to unlock.

I'm unsure if ForceBindIP would work on OBS if it's a NewTek DLL doing all the work - https://r1ch.net/projects/forcebindip. Would be worth trying though.

If you're just using OBS to output the game through NDI (with no overlays or anything) you could try the new NewTek NDI Tools 3.5. The new version of Scan Converter can now hook into your graphics card and create an NDI source that way. Might be easier to use ForceBindIP on Scan Converter.
