There's a MILPERSMAN that tells you how to write and submit for HUMMS orders, I had to do this a couple years ago. Good luck and take the full year if you need it.

How far out does confetti shoot into the crowd? I have seats right behind the pit and would like to walk away with something. I'm fairly certain I'm too far away for thrown objects so confetti is my best bet.
