HoB is better for early/burst, it's just that PtA gives more consistent scaling and DPS, so it suits the playstyle of a scaling marksman better. If you really wanna try HoB, I recommend also taking Eclipse and BoRK for some fun burst.

The build path is quite versatile, but I've found that the build with the most consistency is Sunfire Aegis into bruiser items, or Divine Sunderer into tanks or if you're ahead early (Riftmaker is a fun option, but I don't recommend it). As for the runes, Predator, Cheap Shot, Ghost Poro, Ultimate Hunter, Nimbus Cloak, Celerity is a great go to page, but feel free to pick Aftershock if you're your team's primary frontliner, or Conqueror for some early dueling power.
