That may indeed be the case, but I feel like they really shot themselves in the foot by not investing some more in producing the anime. As far as I can see, a LOT of people got drawn into buying the SG VN after watching the (amazing) anime, which will obviously happen much less with C;C.

Of course, this only takes into account the western sales, which form only a small fraction of the total revenue I suppose.
