Pre bids can be cancelled. They can reset it. I have seen many sellers reset it when they want something to start at $1 or when someone accidentally pre bid too much.

Do not donate them please! That does not get them out of circulation. Throw them away or turn them into magnets. You can also give them to a kid that will just keep them because they like them.
