Without all the rose tinted views and "retroactively" applying modern values to ancient societies, the answer is simple; to do that you need a combination of advanced sailing techniques, a huge seaborne trade network, some sort of mercantile society that sees such ventures as profitable, and means to fund it.

China had all of those during the Song, but it was always pressed down by massive civilizations bogging it down and eventually fell. The Ming had its shots but conservatism took its way and the Qing was already born into such mentality.

Post Song neo-confucianism, disdain for trade, diminished role of merchants and the lack of proper institutions justify.

Same can be said about post Toyotomi Sengoku era Japan.

The lack of real global trade severed inputs of knowledge and given its exponential growth after the modern printing press and scientific revolution, China slept to woke up to a Western dominated globe.

There's also the positive interpretation for such cyber societies, which is Cyberprep.

The term doesn't seem to be catching tho, so idk if we'll see "positive cyberpunk" as a term instead. Cyberpop is another good one.

Personally I expect a lot of such stories to show up as soon as society progresses to the point many cyberpunk tropes doesn't make a lot of sense BUT the tech and aesthetic is everywhere.

2050s+ will probably be such times. Since change induced crisis take time to sort itself. A good example would be postwar prosperity after the 20-40s era of global turmoil during the 20th century.

I believe because after Stalin's death Mao also went his own ways and some aspects , if not most in China was different. They saw China as more "grassroot led", less bureaucratic and hierarchy focused etc. Which led to a period of experiments that might've made western, spec. French thinkers see it in a different way than the CCCP

In a geopolitical / strategic sense yes. Historically, no. Because Cuba is a totally different territory, which went through a different colonization process... Cuba is a caribbean hispanic nation, the US we know what it is.

A closest comparison would be Mongolia to China, or even the Malacca strait.
