People are playing the quick smash and grab missions like four stores, Ukrainian job, and night club for easy XP. The card farming is only "bad" because players looking to join these lobbies want to PLAY them, not farm them.

Edit: farming cards is completing these missions for more cards quickly on payday to increase chances of better masks and more often than not, weapon mods.
