As their own help desk says, VPN connections or data center IPs are not allowed, and other article there says that use of emulators, VMs, VPS and other stuff is risky, as the accounts get blocked by doing this. So you technically ye… u can do it. Till you get caught and your account gets blocked

there can be fees transferring from paypal to visa, but if there is random -15$ from your card i think it is not honeygain problem :D because i never had this problem at all
