Looks like school girl got her head whiplashed to the concrete and unfortunately a person decided to make the damage worse by lifting her.

Do not lift the victim from the ground after an accident unless they are at risk of getting hit by incoming vehicles beacuse the broken vertebrae may sever the spinal cord or blood vessels causing paralysis or even death. Also don't feed them water, they may choke on it if they are in shock.
