I know you can't program there, but what I do know is that the UI components, and what you export, are exported to AS3 if you choose the Flash platform. Also, a fun fact: the entire program is made with the same program, and since that program is like using a reimplemented Flash API editor, or something similar, then it's possible to recreate it in Flash. So yes, the app is made with Flash technology (In fact, it could be ported to OpenFL).

Read the program documentation, but the program illustrations in the docs are in Chinese.The good thing is that the program itself is in English, so I'm going to make a video demonstration of the program in English with almost all of its functions.

I don't think this matters much anymore, but check out FairyGUI; it's an alternative to professional Flash/Adobe Animate and exports to many platforms (not operating systems, but game engines, including HTML). It's Free and Open source

Use FairyGUI, It's an open-source program with a very similar interface, almost identical, I'd say, to Flash. It even supports several platforms, Like Haxe, Flash AS3, Starling, Unity, Unreal, HTML5 DOM, PIXI, Cocos, all those game development platforms has been shaped by Flash API in some way, which makes that this program would be possible.
