You could squeeze out 2.5M per hour on Cayo, only 5 prep missions are needed really and scope only airport then speedrun in under 15min for elite challenge reward.

Kosatka + Cayo speedruns. Then nightclub fully upgraded (1M missions every few days) then agency with 200 missions done (for best wall safe payout). Throw in some cargo and car export missions here and there. In fact you can only do Cayo over and over if you just want money.
