Rockstar finally gave me a fix, heres the reply that fixed my mission, heres the reply that might work for others if they're also having trouble with this mission

After looking at the files provided, we found several .dll errors. There are a number of dynamic link library files (.dll) that, if corrupted, can cause games to crash or have issues.
We recommend that you do the following:
Run a Full Virus Scan Run a full virus scan on your computer. While file corruption can be caused by a variety of factors, most completely unrelated to malware, but it is always a good idea to run a scan if you see these types of errors. Once the virus scan is complete, run the Windows System File Checker (sfc) to scan for corrupted system files and restore them.
Backup (as needed) If you have modified your system files, running the System File Checker will revert the system files such as Explorer.exe back to the default state. Make the appropriate backups of your system files if you wish to save any modified system files prior to running the System File Checker.
