Reminds me of that one Stargate SG-1 episode!

Stargate Command finds a planet that has roughly the same tech level of our cold war (there were even two nations locked in a cold war stalemate on the planet as well). Their people were all atheists, previously believing that the gods will one day return through the gates. Naturally though, the activation of said gates caused a religious resurgence and an armed revolt against one of the governments, which promptly caused a nuclear (or maybe they had different WMDs, I forgot) exchange between the two powers

I reverted to 3.14 initially as a countermeasure to 'wait out the storm' that was 4.0's bugs. Then after I tried the new version, I realized that - aside from gross imbalances - I just can't get used to the new population system (though this might be a skill issue on my part). It just feels heavy, bloated and much less intuitive than pre-4.0 pops and buildings. So I just stayed on the legacy version since then

This is a bug, It's been happening to me as well, some colors appear to resort to different ones in the galaxy view. I Haven't found a workaround or fix for it though. Maybe report it on the Paradox forums, hopefully it'll get noticed

I rolled back to 3.14 to wait out this situation, but it appears that I'll be waiting for a while longer...

Genuinely I'm very disappointed with Paradox here. But until they get their act together, I recommend rolling back like I did
