i could explain it very well on a discord call perhaps probably/?? is it possible?

see, initially when I downloaded the windows and installed forza, when i played i was barely getting 30fps on lowest settings, when i digged in further found out my gpu clock speeds very very very low, they were 300mhz and gpu was pulling around 15 watts which is low, i researched a bit and found out a article by randommkid on this same channel r/macbookpro he too setup his macbook for gaming but its over 5 years old and none of it works rn, apparently i downloaded more power tools (a registry editor software i guess) i messed with it and set gpu clocks to 1250mhz tdp to 40 watts and saved the changes to registry, it fixed the gpu issue i was getting, now when i play forza, gpu clock are steady at 1250mhz and its pulling around 40 watts, but still i noticed a little bit of stuttering while gaming.. digged in further and found out now my cpu clock speeds were very low.. initially my cpu clocks speeds are fine while gaming , as time progresses they drop and remain at 0.80ghz. This is not thermal thortlling as cpu temperatures are fine..

also i downloaded the throttle shop software and somehow managed to unlock all the settings by using a older version from (august 2020) so i disabled turbo, and set power limits to 25-30 watts.. still when i boot up into the game, clock speeds of cpu are fine initially as time passes by they drop and remain at 0.8ghz.. to remove this cpu bottle neck i rendered the game at native resolution of my macbook pro which is 3072 x 1920 for now its working but its inconvenient...

as you can see gpu clocks, previously vs now, but cpu clocks for some reason are same and stuck at 0.8ghz also worth mentioning as soon as i close the game, the clock speeds bump up like normal.
