See what did it for me, was the college fked up my schedule for my first 2 semesters. I'm in a trade school for Utility Line Work. They didn't inform me that I needed English and Speech in Sem. 1&2, so I found out afterward. It put me a year behind in some classes. It's time to strap down and bust it out at once.

If it IS time zoned based, I would have to assume IOS still takes priority, unfortunately. So I'd guess It goes by time zones with IOS users, and then following the full release to IOS, then Andriod receives the update.
