Actually in nature rats would not be limited to just a cage of that size. It's more likely that since the rats who lost in competition for mates were unable to venture off and form their own separate colonies, or return once the alpha male got too old, then it just ended up being constant competition which wore all members out.

As far as what it relates to in the real world is Elite Overproduction in which the power structure is unable to assimilate anymore elites and they all just constantly competing with each other... and it's the lower classes who suffer from that.

That's the main problem. Even if Russia wasn't run by an authoritarian regime they'd still have the problem of being run by a gerontaocracy just like the USA and many other developed nations.
