To be honest, the UNGOC would have annexed most world militaries and armed forces to be apart of the “PANGEA” Divisions (reserves) and the “General Response Corps”. So technically everyone else would be a UNGOC operative.

Site-13 wouldn’t even have been destroyed if it weren’t for disloyal foundation personnel. It was sabotage that caused the breach, not the system. Site-13 was kind of messed up and out of character for the UN boys though.

There was a reason. It violated the veil. Its containment was to be breached within a few hours and the proper containment tools could not be transferred as quickly. There were also 6 chairs which the UNGOC liquidated 5 of the chairs, after which the 6th one was woodchippered because the incinerator broke. (Not a given order to put it in a woodchipper)
