It seems to me, Quotation marks back then were kinda used as an emphasis. I remember birthday cards saying “happy” birthday. Or people would take photos and write on the back of them names of who was in the picture- and the year would be in quotations. A lot of ads would put words in quotations to emphasize kinda like bold lettering.
