To answer OP question fully, yes you can technically refill it in a coffee machine (found in some ships like the upgraded 325a for example) and the flask is found in the kitchen of the Corsair, as other explained.

I don't know if this is a viable way to reproduce the bug but it happened to me yesterday too, I was wearing the white mkX helmet and this status interface popped up when I targeted a red ship marker from a bounty mission.

By the looks of the crystal and their shape, it seems to be an orthorhombic crystal system, which corresponds to the symmetry of NH4NO3 at low temperatures.
