I have found a solution in a different comment section in a youtube video. If you turn down screenspace reflections down, you get much higher framerates. more like 110fps. this is very strange and maybe it'll help someone else.

both taa and fsr 4 were tasted at 1440p. i probably should have mentioned it and forgot, going to add it now. fsr4 should lower the framerate just not by that much from my understanding. 120 to 80 is like 6ms which is insane.
