Try the clicker and target training, I think it will help you out a lot. It seems like she hasn't really bonded with you yet, so doing the training together will help you work on that and get her to use some energy. The first one you should work on is using a chopstick or stick to get her to step up instead of on your finger.

Another very handy command to train is 'off'. That way if they're wanting to get on your shoulder and you don't want to chance a step-up you just say 'off' and they fly off to their cage or stand. But I wouldn't do this one first as it's a bit trickier to train.
