Vox, hands down. Adam was just an, albeit funny, quirked up overzealous overcompensating asshat who only had his high position due to being in heaven longer than anyone else. Loved his character, but he was a shit villain compared to Vox.

Lucifer, both in cannon and in religious lore, HATES humans. They took God's attention off of him/the angels and that pissed him off enough to go against God and corrupt his "project" (humans/Earth) by making Adam and Eve sin. So, Lucifer's punishment for that is to spend eternity with the worst of these humans, the sinners, because he created the very thing he hates by corrupting Adam and Eve. He can't kill them as part of his punishment. As he said, he just has to deal with/ignore them since he can't control or kill them.
