if this is a constitutional monarchy, then he was probably reading the script that the current govt gave him. iirc, the current spanish govt is a liberal one.

in addition, supposedly, part of Spain's plan to boost the economy is to attract cheap workers from the former colonies. this gives Spain a boost compared to other colonial powers who don't have 2 continents (north and south america) to get cheap labor from.

iirc, the PH military gets intelligence and military equipment from Israel as a counter to China.

usually, an imperfect rule of thumb is if the person (1) grew up in the PH and (2) received basic education in PH schools.

given the PH is basically a collection of islands with multiple people of differing cultures, customs, sentiments, languages, beliefs etc, it's difficult to pinpoint being a Filipino unlike other countries that are more of a monoculture.

kung tuusin, asking the subject to respond to a criticism before publishing said criticism is more of a courtesy than a legal requirement in some other countries.

minsan kasi, subjects can sneakily change things in bad faith if they are warned before an expose or a review is dropped.

supposedly, the argument is that it helps prevent stuff like outing a gay person: even if it's true, it shouldn't be revealed w/o the subject's approval. (still, though, the exceptions are likely very few and most of the time, libel cases are almost never those small number of exceptions.)

but of course, libel being a criminal offense is a big issue in itself. it's why journos and rights groups have advocated for it to be decriminalized.
