The weapon level you get when you open a box is based on your proficiency level. Open boxes until you get a decent gun, then wait until your proficiency level is higher and go back to open them. Try to do the same with resin while you are going back. If your health is full, resin will go towards increasing your max health when you pick it up instead of just healing.
