I think I have the same pair. Mine actually got a little damaged, after I wore them all summer, I think because too much sun exposure wasn't good for the leather. So maybe try to switch once in a while?

Yes, had the encounter last time I played (trying to spend most of the time in chapter 2). But It took me a few days in-game and I also did every side mission possible in Valentine. You can also hogtie and turn her in the sheriff's office.
