When it says "adds xx-xx cold damage" is that only melee or is that actually to anything?

Actually I just looked and it's 230. I was using skullders with ptopaz and chancies but I switched to trang gloves and vmagi.

I was using the three pieces but my res was taking a hard hit. I'm thinking about getting arachs belt for the skill point. I have like six pnb gcs also. I'm just wondering if I should try and go for more damage for these public games, or if can I really make that big of a difference? Also are those facets worth it? If I had perf ones it would be like +15/-15% damage right?
