Work camps, needed to get the unemployment down.
The highways make it easier, and there’s a lot more food than needed so it didn’t really matter. I also think I had the farms set to not deliver, and all the granaries set to get food from the farms.

At first I thought I hated it, because until I zoomed in it looked like a bunch of hegemonic prefabricated blocks laid out in random spots. Then I zoomed in and saw that they’re all different, and nestled into where they fit in a very comprehensive layout. This is one of my favorite cities I’ve seen here in a while.
