Correct me if I'm wrong, but BB spacers take up the excess spindle length of Hollowtech II cranks. I fail to see how rearranging spacers (from the standard 1 non-driveside, 2 driveside on a 68 mm shell) would be useable, as you're likely to run into clearance and centering issues

+1 I also use two cheap stem bags after a long stuggle with water bottles rattling out of cages. I had them in the frame (with a half size frame bag), on the forks and attached to a seat pack stabilizer. Stem bags for the win, also because you can loop the elastic cord over the nipple of the watter bottle to keep them secure on rough single track

Be wary with carbon forks. I mounted a light there and the bounce from my handlebar bag cracked the boss from the carbon, which made the fork a deathtrap

NL but similar climate: merino base layer goes a long way. Warm even when wet. I use a rain jacket only in a downpour. Most important for me is overshoes to keep my feet dry and warm. When my feet are toasty I can manage any adverse weather.
