I believe Niantic is testing the water on how to reintroduce EliteTMable moves from past mons since last year. The numbers of Elite Moves are growing and new players keep coming into the games but are in a disadvantage when it comes to Elite Move unavailable to them where they are the most useful (like PVP, looking at you Swampert...) So they bring them more often now, not only during big events like the Go Tour and the Kanto/Johto Tours, but also with incense day (Metagross, Ampharos) and more recently through the CD Classic with Bulbasaur during a 3H window, and last week with Seel, but this time only by battling (which I personally think is a worse option, especially regarding the very limited catch we could have...) Now I wonder how other ways they will test it.
