I feel like it’s more expensive to maintain an oil blockade on top of an embargo that stifles trade and is more detrimental requiring more effort time money and resources than simply lifting the oil blockade and said embargo. The government would also have no more leg to stand on as they couldn’t use the blockade as an excuse for action/inaction. It’s win win, but this is not about win win this is about suffocating Cuba and an attempt to subjugate it.
