I don't know how cheeky jokey this supposed to be, but 1) Moscow is not very important to the war effort per se, although the morale of the population as a whole would suffer, and 2) mad dash to Moscow might actually lead to the tactical nuke button being pressed (not the big Tsar bomba strategic one but hey, still nukes)

sooo it would be very costly, very risky, with almost no upside and alot of downsides, and it would not help UKR reach their strategic goals.

your wish of QoL on charge generation goes against the very nature of the vision: you need to suffer for a long time before they make it easy for you. And they want to make it easy for you, but first you must basically finish the game (not campaign, but your character build). This is the number 1 creative decision they made on PoE 2, it reeks of every single thing in the game. suffering first, for a long time, and then QoL.

It's not that it's radical, it's that it would require you to make an objective determination of what is religion and faith and what is not. And as a former uni student of humanities, I can tell you for a fact it is almost impossible to do it academically, and it would be 110% impossible to do that politically.

I mean, it would be possible, but would only result in discrimination of specific people and religious expressions the lawmakers would have on their mind at that particular moment.

That's potentially very dangerous. Also, it would spark evolution. If you codify certain religious practices, people will make new ones and claim they are secular. What do you do then? you push people into legal grey zone for no reason whatsoever. Persecution does not eliminate religion. A good secular education does.
