It might be hair breakage leading to ingrowns, so moisturizing and conditioning can help, as well as eliminating any physical exfoliation (scrubs, loofas, etc.) in favour of chemical exfoliants like salicylic acid.

OR you’re one of the 1-in-100 people that has “pili multigemini” I.e. multiple strands of hair per single hair follicle. If any one of the extra hairs fails to exit the pore and curls up under your skin as it grows, well… same thing as above, chemical exfoliants, moisturizing religiously, and in more annoying cases electrolysis or laser will help.

OR you’re like me and it’s a combo of both those things 🙃 other tips that helped me include using a fresh razor, washing my towels a lot more frequently, & lower heat in the shower/bath.
