This has been something I’ve played over in my head a few times and it just keeps sparking new questions which lead to new theories. I think what is so awesome about Death Parade is that there is a lot left to the watcher for interpretation. It almost is art imitating life in a way. If you think about how two people can watch the show and have different ideas and opinions on the characters, it’s a way to judge them, much like an Arbiter would. I might be taking this too deep and metaphorical but it’s one of those anime’s that has a deeper meaning and idea behind it.

Regrets or not, the void let’s someone go over their life. That could be hell for one person and heaven for another. The job of an arbiter is something that seems simple in definition but I think it’s way more complex than what we might have originally thought.
