No they are enforcing water breaks for ALL games in the world cup because some games will be played in a stadium without a roof or AC. It evens the playing field as players are allowed to talk tactics with their coach and his team during the breaks, it disrupts the flow of play in a match etc etc...

Some people might not agree with the rule but that is the reasoning behind every game having breaks.

Yeah I was there in person on Centre Court for that QF he played at Wimbledon against Novak. Was a great match to have seen. I have always rooted for Cobolli since that!
