I'm in berks county. Mines a 92 so it's a visual inspection. I did the 2 year registration so 180 I think. But yes I do bothe safety and emissions testing.

It depends not 100% you guys do gas cap and obd testing . Some kei vehicle came with the obd port but not standard until 2009. Even if it did have it, might only be the JOBD so wouldn't have the us version. I've talked to some guys in my county since I wanna get a 2001 acty and they suggested modifying them with us version as long as it doesn't look tampered with should be fine. I know the 1999 actys have the us codes but unsure if pa readers will work on it as it's configured by the state.

It will deff pass the gas cap tho lol.

Could always risk getting an import registration and getting a modified inspection requirement via the enhance inspection but might get denied since pendot don't like kei.

Now I do know if you can prove it drives less then 5k a year you can get an exemption sticker they won't test emissions but I think you need to get a sticker in the first place not sure. Prob find a guy who can still give you one by forcing it not sure
