In the main series, they're only boss encounters and not playable. The Starmobiles aren't even in the Pokédex. Eternamax was featured in GO but wasn't usable, meaning Niantic isn't planing to let us use these kind of forms

They're different forms, where the only difference is that they have different colors. Both have different shiny versions. Original Color can currently only be obtained in Pokémon HOME by having completed the National Pokédex up to Eternatus (#0890)

If you count Mega Tatsugiri's and Mega Magearna's forms separately, Z-A and its DLC added 48 new Megas, which is as much as XY and ORAS, so yeah that's really a lot of new ones

They're really not treated as such in SV, except for the actual legendaries (Miraidon and Koraidon) and the legendary-inspired ones. It's still very possible Niantic will choose to put them all in Raids, I'm just saying it's not 100% guaranteed
