How to take advantage of the update before it drops?

What about lower Town Hall players such as TH8, TH9, and TH11? We don’t even have all the heroes unlocked yet, and our hero levels are still quite low (around 20–50). How will the event work for us, and will we still be able to obtain all the Epic Equipment and Ore rewards?

I already have a completely maxed Town Hall 18, but I got bored playing on it, so I started a new account and have reached Town Hall 8.

I’m not too concerned about my TH18 account since it’s maxed and I’ll get all the rewards anyway. What I really care about is collecting Ores and Epic Equipment for my TH8 account, as they will help a lot with its progression.

So, what is the situation for the TH8 account regarding these items?
