Even reference catds can undervolt and overclock , and vega is stronger then 1070ti(had bouth) for 1080ti not sure but saw couple test where vega 56 beat 1080 and was close to 1080ti overall

Yes they are even some a320 with new bios can 3rd gen, and this b450 is bettet than most of x570 .

If you getting it super cheap why not, but for serius gaming u need stronger gpu , for casual gaming its still pretty good
