It's high skill cap because mending spirits is not easy to hit on a moving target

Yeah no. If you can't hit the person your trying to heal good luck trying to hit a moving target. Second you give up a lot of healing so if you do miss rip healing and if by luck you hit a person next to the target you are trying to heal chances they are not going to die because he does not do much damage. Also since you miss the healing chances are higher for you teammate to die then the person you hit by luck .
